Converting a fuse box to a breaker panel replaces the whole service, the box included. Fuse boxes are not defective, they are obsolete: almost always 60 amp, with no compliant way to add a circuit and an increasing tendency to be the reason an insurer declines cover.

The second item on that list is the serious one. An oversized fuse means the conductor behind it is no longer protected, and nothing in the system will warn you.

What does the conversion involve?

This is a service change, not a box swap. New service entrance conductors, a new meter socket in most cases, a new breaker panel, a main breaker, and grounding electrode conductors and bonding brought to the 2023 NEC, which a house of this age has usually never had.

Existing branch circuits land on the new board where the conductors are sound. In houses this old some of them are not, and we say so before landing them rather than after. Will this fix my insurance problem?

Is my fuse box illegal?

No. An existing fuse box that was compliant when installed is generally allowed to remain. Someone put a bigger fuse in ours years ago. Does that matter?
