Were Federal Pacific panels ever actually recalled?

No, and it matters to say so plainly, because the word recall is attached to these panels constantly and it is not true. Here is the actual record.

The Consumer Product Safety Commission opened a formal investigation into Stab-Lok breakers in 1980 after reports linking the panels to fires.
